The purpose of the toolkit is to provide stakeholders in the rural cities and towns, unincorporated areas, and counties of Illinois with guidance on how to address their housing needs. Rural housing issues are specific and contextual, and the solutions should be as well. To meet housing development planning needs the toolkit provides a firm foundation of resources and knowledge that local communities can use immediately to build the capacity needed to effectively address housing needs.
