Reduces or eliminates water pollution by providing funding for technical assistance or training to improve the planning and management of solid waste sites.

Open to: Government organizations, nonprofits, and federally recognized Tribes Rural areas with populations of 2,500 or fewer and with median household incomes below the poverty line or less than 80 percent of the statewide

non-metropolitan median household income.
