Briefly Describe the Purpose of the Program
IHDA’s Permanent Supportive Housing (“PSH”) Development Program was created with the goal of increasing housing options for Illinoisans who either are in need of Permanent Supportive Housing or need reduced barriers to housing. The PSH Development Program is intended to provide a clear process primarily for smaller Projects serving Supportive Housing Populations across the State that pair affordable housing with supportive services. Developments funded by the program serve individuals and families who are homeless or at risk of homelessness, persons living with chronic disabilities and those who are at risk of institutionalization, including those exiting the criminal justice system.

IHDA’s Healthy Housing, Healthy Communities (H3C) initiative is an additional funding opportunity within the PSH Development Program RFA available in FY2024 that seeks to leverage the connection between stable housing and positive health outcomes. This initiative encourages strategic partnerships between affordable housing and the healthcare industry to address health disparities often experienced by low-income households and their communities.

Eligibility Requirements or Restrictions
Non-profit, for-profit, and joint-venture developers are eligible to apply for funds under the PSH Development Program.

Applicants pursuing H3C funding must also have a qualifying financial commitment from a hospital, healthcare system, insurer or managed care organization in the Project’s financing.

Funding Cap Per Application or Fiscal Year Program Funding: Caps are determined per the most recent Request for Applications. For FY2024, funding requests may be made to cover up to 90% of total Project costs.

Eligible activities under the Permanent Supportive Housing Development Program include, but are not limited to:
• Acquisition
• New Construction
• Rehabilitation of Existing Occupied Units
• Rehabilitation of Vacant Units, and/or
• Adaptive Reuse of Non-Residential Properties
