Briefly Describe the Purpose of the Program
The STR Program provides funds for rural projects on any Federal-aid highway, including NHS, and bridge or safety projects on a public road. The federal funds are from the Surface Transportation Block Grant in the current federal transportation bill, Infrastructure Investment and Jobs Act (IIJA). The annual formula funding is allocated to Counties but may be used by any LPA.

A County, Municipality, or Township may request to use the funding on an eligible Federal aid highway. The respective County Engineer coordinates the priorities.

Funding Cap Per Application or Fiscal Year Program Funding:
The program varies around $65 million statewide and is distributed to Counties based on a formula.
How Must Funds Be Used: The funding is to be used by a County, Municipality, or Township on an eligible roadway and must follow Federal Aid standards and policy according to the IDOT Bureau of Local Roads & Street Manual. The funding may cover up to 80% of eligible costs.
