Briefly Describe the Purpose of the Program | ||
Through the Planning program, EDA provides grant assistance to eligible recipients to manage and coordinate the development and implementation of regional economic development plans. EDA supports bottom-up planning that builds on regional assets to spur economic growth and resiliency.
Each project funding under this program must be consistent with at least one of EDA’s investment priorities (https://www.eda.gov/funding/investment-priorities). |

Applicant must be a state, county, city or other unit of government; Tribe; institution of higher education; or nonprofit organization working with government.
With limited exceptions, cost share is required for projects funded under this NOFO. Generally, the EDA investment rate (percentage of the total project costs) will be 50%. How Must Funds Be Used: | ||
Short-Term Planning: The Planning program assists eligible recipients with Short-Term and State Planning efforts to stimulate and guide the creation and/or retention of high-quality jobs and private investment attraction. Examples include grants to plan a coordinated response to the sudden loss of a significant employer. EDA also makes Short-Term Planning awards to support the preparation or update of a CEDS for regions not served by a District Organization. Local Technical Assistance: The program strengthens the capacity of local, regional, or State organizations and institutions to undertake and promote effective economic development programs through projects such as feasibility studies, impact analyses, disaster resiliency plans, and project planning. |
