Briefly Describe the Purpose of the Program | ||
PWEAA is a competitive grant program for distressed communities to build on regional assets to spur economic growth by attracting new industry, encouraging business expansion, diversifying local economies, and generating or retaining long-term, private sector jobs and investment.
The Public Works program provides resources to meet the construction and infrastructure needs of communities to enable them to become more economically competitive. The Economic Adjustment Assistance program provides investments that support a wide range of construction and non-construction activities in regions experiencing adverse economic changes that may occur suddenly or over time. Each project funding under this program must be consistent with at least one of EDA’s investment priorities (https://www.eda.gov/funding/investment-priorities). |

Eligibility Requirements or Restrictions | ||
Applicant must be a state, county, city or other unit of government; Tribe; institution of higher education; or nonprofit organization working with government.
Geographic location must qualify based on high unemployment level or low per capita income relative to the national data or through demonstration of a special need (presidentially declared disaster, plant closure, etc.). With limited exceptions, cost share is required for projects funded under this NOFO. Generally, the EDA investment rate (percentage of the total project costs) will be 50%. Project must be consistent with the relevant Comprehensive Economic Development Strategy (CEDS) or CEDS equivalent. Applicant must own the property improved. How Must Funds Be Used: | ||
Grant funding will assist communities and regions in devising and implementing long-term economic development efforts through a variety of non-construction and construction projects.
The Public Works (PW) program provides funding for construction and infrastructure projects. The Economic Adjustment Assistance (EAA) program is EDA’s most flexible program, providing funding for a wide range of technical, planning, and public works and infrastructure assistance projects. The EAA program is also designed to provide specific investment assistance to the communities experiencing energy transitions away from nuclear, biomass, or coal. |
